Members present: Seeboth, Berg, Dove, Lochner, and Potter along with Lay Board Members Kuster and Mohr. Also in attendance were Administrative/Personnel Assistant Koch, County Attorney Hinnenthal, and Family Services Director Henderson.

M/Lochner, S/Potter, to accept the Minutes of 11-17-09 and authorize publication of the Synopsis of same, carried.

M/Berg, S/Dove, to approve the 2010 Purchase of Service Agreement with Sioux Trails Mental Health Center for CY 2010 with a cost to Brown County in the amount of $201,876.85, carried.

M/Lochner, S/Dove, to approve MFIP Employment Services Employment & Training and Support Work Contract 2010 Agreements to provide employment and training and support work and innovations money for Brown County MFIP/DWP clients in 2010 as follows: MRCI contract amount $69,713 for MFIP/DWP ES, $2,984 for Innovations Transportation and $7,416 for new supported work 2009-2010; and MVAC contract amount $122,126 for MFIP/DWP ES, $5,794 for InnovationsTransportation and $17,304 for new supported work 2009-2010, carried.

M/Berg, S/Lochner, to approve the Counseling Services of Southern Minnesota, Inc. Purchase of Service Agreement for CY 2010, carried.

M/Lochner, S/Potter, to accept and file the Social Services Case Actions Listing for October 2009, carried.

M/Berg, S/Potter, to approve the write off of three (3) claims in the total amount of $1,257.65 as uncollectable, carried.

M/Potter, S/Berg, to authorize the payment of Family Services Administrative Claims in the amount of $2,895.91, carried.

M/Potter, S/Dove, to accept and file Family Services Consent Agenda Items #1 thru #8, carried.

M/Potter, S/Dove, to approve the appointment of Tanya Hoffmann to the FT Senior Appraiser position at the annual salary of $35,783 (Grade XII, Entry) with a projected start date of 1-2-10 and authorize posting the vacated position of Appraiser I in February 2010 according to policy/contract, carried.

M/Berg, S/Lochner, to approve regular employee status for Nicole Ibberson, FT Financial Worker, carried.

M/Lochner, S/Berg, to approve the 2009 Brown County Landfill Annual Report Proposal: AECOM Proposal 04135842 in the amount not to exceed $8,632.00 for assistance as needed in the development of the 2009 Brown County Sanitary Landfill

Annual Report as required by Minnesota Pollution Control Agency (MPCA), carried.

M/Berg, S/Dove, to approve Brown County to commit to migrate to the ARMER narrowband radio system, carried. It should be noted the migration to the ARMER system would allow Brown County to be in compliance as mandated by the Federal Communication Commission (FCC) that agencies operating radio systems below 512 MHz must modify their radio systems to narrowband technology before 1-1-13 and would also allow Brown County and the agencies within Brown County to apply for grants that are specific to going to the ARMER system.

M/Lochner, S/Potter, to authorize the purchase of two (2) Motorola "MantaRey" Main Model mobile in-vehicle radios, warranty and accessories in the state contract amount of $2,745.75/radio or $5,491.50; and the purchase of sixteen (16) Motorola 800 MHz (ARMER system) mobile/portable radios, warranty and accessories in the state contract amount of $2,015.76/per radio or $32,252.16; sixteen (16) Desktop Rapid SMART

Chargers in the amount of $2,244.00; sixteen (16) Noise Cancelling Remote Speaker Microphones in the amount of $1,315.80; and sales tax in the amount of $2,684.72; for a total amount of $43,988.18, carried. It was noted funding for these purchases will be provided by PCIS Grant funds in the amount of $35,125.00 (80%) which will be run

through the South Central Minnesota Regional Radio Board to distribute and county set aside matching funds in the amount of $8,781.00 (20%) to be used for 800 MHz (ARMER system) mobile/portable radios to be used to facilitate interoperability between Brown County and other counties as they migrate to the ARMER/800 MHz system.

M/Dove, S/Potter, to authorize the Brown County Sheriff's Office and the Brown County Emergency Management Office to apply for the Minnesota Department of Public Safety Division of Emergency Communication Network (DECN) grants through the appropriate office per the grant requirements, carried. It was noted the grants would be submitted to fund the completion of the local participation plan (up to $30,000) and to purchase equipment to migrate to the ARMER system (up to $40,000).

M/Berg, S/Lochner, to accept and file the October 2009 Monthly Reports of Activity for the Brown County Sheriff's Department, carried.

Correspondence C-1 thru C-8 were accepted and filed.

Berg report on JD #10 B&BE Joint County Drainage Ditch Hearing on 11-17-09; Seeboth reported on IMMTRACK; Lochner reported on the SCHA meeting on 11-23-09; and Potter and Commissioner Dove reported on Economic Development meeting on 11-20-09.

Calendars were coordinated for the next two week period.

There being no further business, Chairman Seeboth adjourned the Meeting at 11:21 AM.
