M/Potter, S/Lochner, to accept the Minutes of 9-22-09 and authorize publication of the Synopsis of same, carried.
M/Lochner, S/Berg, to authorize two (2) Drainage Ditch Repair Requests, carried.
M/Berg, S/Potter, to authorize the payment of General Government claims in the revised amount of $146,733.00, carried.
M/Lochner, S/Potter, to approve the Consent to Change Sales and Use Tax Form (DOR-51) for the period covered (3-1-06/6-30-09) in the Sales and Use Tax Audit Report conducted by the MN Department of Revenue (DOR) and authorize Auditor/Treasurer Helget to sign same on behalf of Brown County and submit the Consent to Change Sales and Use Tax forms to the DOR by 10-7-09, carried.
M/Lochner, S/Dove, to authorize the County to immediately post according to policy and fill two (2) new full-time (1.0 FTE) Dispatcher positions which will result in a change of the number of Dispatchers from the existing five (5) full-time and several part-time Dispatchers to seven (7) full-time and one (1) to two (2) intermittent part-time Dispatchers, carried.
M/Berg, S/Potter, to authorize the elimination of two (2) full-time (1.0 FTE) Correctional Officer positions effective 12-31-09 which would result in the layoff of the two least senior Correctional Officers, carried.
M/Lochner, S/Dove, to approve authorization to reduce Gail Blomquist, VSO Clerk Typist II, hours from 40 hrs/week to 32.5 hours/week and to increase Barb Weicherding, PT Deputy Recorder, hours by 7.5 hours/week to fill in for Gail effective 10-16-09, carried. It should be noted this arrangement is requested for a trial period of one year but also contingent on the needs of the departments involved.
M/Berg, S/Potter, to change the Tuesday 10-20-09 Regular County Board Meeting date to Wednesday 10-21-09, carried.
M/Berg, S/Dove, to schedule a Public Hearing to seek public testimony on An Ordinance for Regulation of Parking on County-Owned Property for 11:00 AM on Tuesday 10-27-09, carried.
M/Potter, S/Dove, to authorize the purchase of 100 additional curbside recycling bins from T.M. Fitzgerald & Associates in the amount of $1,873.71 (plus sales tax) as recommended by the Solid Waste Advisory Committee, or to purchase used containers from Waste Management Inc. if available at half the price or less, carried. Additional quotes were received from Resourceful and from The Restaurant Store.
M/Potter, S/Dove, to approve the Brown County Five Year Road & Bridge Construction Plan, carried.
M/Berg, S/Potter, to include $125,000 local funds for the Highway Dept. Road & Bridge Construction Plan in the draft 2010 county budget contingent on final budget adoption, carried.
M/Berg, S/Lochner, to rescind County Board action of 9-1-09 as follows: "M/Lochner, S/Dove, to authorize Commissioner Potter, Brown County's representative to RCRCA, to sign Addendum No. 2 to the RCRCA Joint Powers Agreement on behalf of Brown County, which extends the effective period of said Joint Powers Agreement to 6-30-10.", carried.
M/Potter, S/Lochner, to ratify authorization for Commissioner Potter, Brown County's representative to RCRCA, to sign Addendum No. 2 to the RCRCA Joint Powers Agreement on behalf of Brown County, which extends the effective period of said Joint Powers Agreement to 12-31-10, carried.
Correspondence C-1 thru C-12 were accepted and filed.
Berg reported on the Veterans meeting in Sleepy Eye and on the Enterprise North meeting on 10-5-09; Lochner reported on Area II and on SCHA matters; and Dove reported on the Minnesota River Board.
Calendars were coordinated for the next two week period.
