SYNOPSIS OF COUNTY BOARD MEETING
April 21, 2009
Members present: Seeboth, Berg, Dove, Lochner, and Potter along with County Administrator Enter and County Attorney Olson.
M/Berg, S/Potter, to accept the Minutes of 4-7-09 and authorize publication of the Synopsis of same, carried.
M/Lochner, S/Potter, to authorize the payment General Government claims in the amount of $110,611.49, carried.
M/Berg, S/Lochner, to approve the two (2) Minnesota Snowmobile Trail Assistance Program Applications for Adding Miles into the GIA System submitted by Darin Altmann that would add 16 miles to the Hwy. 258 Comfrey link and 12 miles to the Hwy. 68 Evan Link, noting that Brown County serves as fiscal agent to pass the grant funds through to the snowmobile clubs, carried.
M/Potter, S/Dove, to award the contract for maintenance striping to Traffic Marking Service in the amount of $10.39/gallon Yellow Paint and $10.18/gallon White Paint, carried. Additional bids were received from AAA Striping and from Swanston Equipment.
M/Lochner, S/Dove, to approve pursuant to MN State Statute 145A.04 Subd. 4(C) the following revised fees effective 7-1-09 as recommended by the Advisory Committee: Skilled Nursing visits from $110 to $120 per visit; Homemaker rate from $25/hour to $30/hour; Home Health Aide billing unit for private pay from hourly to per visit billing; and Associated Sliding Fee Scale with the 2009 Poverty rates incorporated, carried.
M/Berg, S/Potter, to accept and file the following Public Health Update: SHIPStatewide Health Improvement Project; Student Program; New Staff; CHAMP Software; Emergency Preparedness; John Hopkins Research Project; CHAAPCommunity Health Assessment and Action Planning; Public Health Standards; Agency Logo Change; Legislative Issues; SCHA; NACO Prescription Drug Discount Card Program Report; Advisory Committee Met, carried.
M/Berg, S/Lochner, to approve the Public Health Administrative Supervisor position description as revised in #5 and #6A, and refer same to the Personnel Advisory Committee (PAC) for pointing under the Rotational Review Process, carried.
M/Potter, S/Dove, to approve the Public Health Account Technician; Public Health Office Support Specialist; and WIC Assistant position descriptions and refer same to the PAC for pointing under the Rotational Review Process, carried.
M/Berg, S/Dove, to approve the re-appointment of Greg Peterson as Brown County Veterans Service Officer commencing on 5-1-09 thru 4-20-13 in accordance with MN Statutes 197.60, carried.
M/Lochner, S/Seeboth, to approve the appointment of Nicole Ibberson as a FT Financial Worker for the Family Services Dept. at the annual salary of $33,723.00 (Grade XI, Entry) contingent on passage of the pre-placement physical and with a projected start date of 5-4-09, carried.
M/Berg, S/Potter, to approve the Preliminary Plat Application #P-00100 by Elred Oren, known as Sarah's Subdivision, on property described as part of the E2 of SW4, Sec. 31-T108N-R30W, Linden Twp., Brown County, Minnesota. Property being platted is an existing farmstead. Owners would like to separate the building site from the tillable land, carried.
M/Lochner, S/Potter, to accept the low quote from Farasyn Construction in the amount of $1,600.00 to fill the existing dock pit area with concrete after the LEC Dock leveler is removed, carried. An additional quote was received from Heymann Construction Co. It should be noted that Brown County Highway Dept. staff will be removing the dock leveler for cost savings.
M/Berg, S/Dove, to accept and file the March 2009 Monthly Reports of Activity for the Brown County Sheriff's Dept., carried.
M/Lochner, S/Potter, to authorize the Brown County Sheriff's Dept. to apply for a grant to the U. S. Department of Justice, Office of Justice Programs (OJP) Bureau of Justice Assistance (BJA) for funding under the Recovery Act Assistance to Rural Law Enforcement to Combat Crime and Drugs Program to receive funding for equipment and drug crime prevention related expenses, carried. It should be noted this would be a two year grant in which the county would not have to match any funds and the minimum grant amount that will be awarded is $50,000.
M/Lochner, S/Potter, to authorize the payment of Family Services claims in the amount of $106,646.87, carried.
At 10:22 AM, Chairman Seeboth convened a Closed Session to consider Social Services Payments, whereupon M/Potter, S/Dove, to authorize the payment of Social Services payments in the amount of $263,779.16, carried.
At 10:33 AM, Chairman Seeboth convened a Closed Session pursuant to MS 13D.05 Subd. 3 (c) to consider an offer for the purchase of property located in the southerly portion of the E 1/2 of the SE 1/, Section 31-T110N-R32W in Milford Township, which are lands lying adjacent to the Brown County Sanitary Landfill. This session was attended by Commissioners Seeboth, Berg, Dove, Lochner, and Potter, along with County Administrator Enter, County Attorney Olson, Assistant County Attorney Mike Boyle, County Assessor Judy Friesen, and Solid Waste Officer Laine Sletta. The Closed Session adjourned at 10:59 AM.
M/Dove, S/Potter, to accept and file the Manatron Project Update, carried.
M/Lochner, S/Dove, to accept and file the 2009 1st Quarter (Cash Basis and Unaudited) Budget Report which reflects activity at 25% of the budget year as follows: Expenditures of $6,388,754.52 or 23.2%, and revenues of $3,351,230.63 or 12.2%; and the 2009 1st Quarter Supplemental Budgets Report noting expenditures of $409,912.15 or 25.5%, and revenues of $407,717.90 or 23.9% of budgeted activity, carried.
Correspondence C-1 thru C-16 were accepted and filed.
Lochner and Seeboth reported on the Health Insurance Committee meeting and on the Budget Committee meetings; Berg reported on Emergency Preparedness matters; Dove reported on the Family Services orientation; and Potter reported on the 4-20-09 RCRCA meeting.
Calendars were coordinated for the next two week period.
There being no further business, Chairman Seeboth adjourned the Meeting at 11:50 AM.
