SYNOPSIS OF COUNTY BOARD MEETING

March 24, 2009

Members present: Seeboth, Berg, Dove, Lochner, and Potter along with Lay Board Members Kuster and Mohr. Also in attendance were County Administrator Enter, County Attorney Olson, and Family Services Director Henderson.

M/Potter, S/Lochner, to accept the Minutes of 3-17-09 and authorize publication of the Synopsis of same, carried.

M/Berg, S/Dove, to accept and file the report on programs, activities and services provided by The South Central Children's Mental Health Initiative (SCCMHI) which is a pilot project that was developed in 2007 to improve the children's mental health system in the eleven member counties in south central Minnesota as presented by SCCMHI Regional Services Coordinator TinaMarie Lugo, carried.

M/Dove, S/Potter, to accept and file the Targeted Case Management (TCM) Board Report providing information on assessment, rules, regulations, and claims reporting processes for the Child Welfare TCM and the adult Mental Health TCM that the federal government funds under the Medical Assistance Program, carried.

M/Berg, S/Dove, to approve Res. No. 2009-06 to provide support to Minnesota Valley Action Council who administers the Family Homelessness Prevention and Assistance Program for the nine counties in Region 9, carried.

M/Potter, S/Dove, to accept and file the Social Services Case Actions Listing dated 3-24-09, carried.

M/Berg, S/Seeboth, to accept and file the Income Maintenance Program Comparison 19962008 Report, carried.

M/Berg, S/Potter, to not make the payment of $500 that was included in the 2009 county budget as funding support to the Open Door Health Center in consideration of new federal funding assistance available to the Open Door Health Center, motion failed, with Dove, Lochner, and Seeboth dissenting.

M/Lochner, S/Potter, to authorize the payment of Family Services administrative claims in the amount of $3,128.77, carried.

M/Lochner, S/Berg, to accept and file Family Services Consent Agenda Items #1 thru #9, carried.

M/Lochner, S/Berg, to approve the 2009 Delegation Agreement between Brown County and South Country Health Alliance for CY 2009, carried.

M/Potter, S/Dove, to accept and file the following Public Health Update: Statewide Health Improvement Project (SHIP); Community Engagement Collaborative; Student Program; New Staff; CHAMP Software; Family Planning Grant; Emergency Preparedness; John Hopkins Research Project; WIC Changes; Heart of New Ulm; Community Health Assessment and Action Planning (CHAAP); and Waiver Services Reimbursement, carried.

M/Berg, S/Lochner, to accept the low quote from Treat's Home Center in the amount of $2,844.62 (sales tax included) for materials to replace carpet with rubber flooring in the entry way and high traffic customer area at the License Bureau Office and the quote from Paul Henle Installation in the amount of $964.00 for removing carpet & base and installing rubber flooring & base, carried. A materials quote was received from New Ulm Furniture and from Retzlaff's Floors & More.

M/Lochner, S/Dove, to accept and file the February 2009 Monthly Reports of Activity for the Brown County Sheriff's Department, carried.

M/Lochner, S/Dove, to accept the bid received from Flint Hills Resources in the amount of $169,193.46 ($426.18/ton) for an estimated 397 ton of seal coat oil needed for 2009, carried. Additional bids were received from Jebco Inc. and from MEIGS Paving Asphalts & Emulsions.

M/Berg, S/Potter, to accept and file the following Highway Department Monthly Update: 2009 Construction Projects Update; and Maintenance Projects Update, carried.

M/Dove, S/Seeboth, to rescind the County Board action on 12-16-08 which approved the 2009 Brown County Auditor/Treasurer salary at the same level as in 2008 which is $75,075.00, motion to rescind carried, with Lochner and Berg dissenting.

M/Dove, S/Seeboth, to approve a salary increase of 2% plus $1,000 for Brown County Auditor/Treasurer Helget effective 1-1-09. After discussion, this motion was withdrawn.

Pursuant to Minnesota Statutes 384.151 and 385.373, and with respect to the responsibilities and duties of the Auditor/Treasurer's Office and A/T Helget's experience, qualifications, and performance, M/Dove, S/Seeboth, to approve a salary increase of 2% plus .75% step for Brown County Auditor/Treasurer Helget effective 1-1-09, carried, with Lochner and Berg dissenting.

M/Berg, S/Potter, to authorize publication of the 2007 Annual Brown County Financial Report, carried.

M/Berg, S/Lochner, to approve Res. No. 2009-07 authorizing the exercise of the purchase option as relates to the Brown County HRA Lease Agreement dated 7-1-93 and as amended 1-1-02 for the Brown County jail facilities with payout from the Revenue Fund 01, carried.

M/Dove, S/Potter, to approve the Labor Agreement between County of Brown and AFSCME Minnesota Council No. 65 Local 1204 Courthouse Unit for the term of 1-1-09 thru 12-31-09, carried.

M/Berg, S/Dove, to approve the Labor Agreement between County of Brown and AFSCME Minnesota Council No. 65 Local 1204 Highway Unit for the term of 1-1-09 thru 12-31-09, carried.

At 11:40 AM, Chairman Seeboth recessed the meeting, and thereafter, the Brown County Housing & Redevelopment Authority (HRA) Board of Commissioners held a Special Meeting which adjourned at 11:45 AM.

Correspondence C-1 thru C-12 were accepted and filed.

Berg and Dove reported on Sioux Trails Mental Health Center matters; and Lochner reported on SCHA matters.

Calendars were coordinated for the next two week period.

There being no further business, Chairman Seeboth adjourned the Meeting at 11:59 AM.
