SYNOPSIS OF COUNTY BOARD MEETING
March 3, 2009
Members present: Berg, Dove, Lochner, and Potter along with County Administrator Enter and Assistant County Attorney Hinnenthal. Commissioner Seeboth and County Attorney Olson were excused.
M/Lochner, S/Potter, to accept the Minutes of 2-24-09 and authorize publication of the Synopsis of same, carried.
M/Potter, S/Dove, to schedule a Closed Session for labor negotiation strategy planning to be held in the Commissioners Room 204 of the Brown County Courthouse, New Ulm, MN at approximately 11:15 AM this date 3-3-09 for the two (2) AFSCME Collective Bargaining Units (Courthouse and Highway) pursuant to MS 13D.03, carried.
M/Lochner, S/Potter, to approve the request for advisory and advance warning signage at ballparks along county roads in Stark and Sigel Townships as recommended by the Highway Committee, understanding that the ballpark associations will pay for the initial sign material costs estimated at $450.00 for each ballpark and that replacement signs likely will be needed in twelve years with replacement sign materials to be paid by the ballpark associations, carried.
M/Lochner, S/Potter, to authorize the purchase of a John Deere 772D motorgrader with front wheel assist from RDO in the state contract amount of $213,871.00, less trade in of unit 32 (1988 140G Caterpillar) in the amount of $46,500.00, plus sales tax $10,879.12, for a total amount of $178,250.12, carried. Additional state bids were received from RDO for a John Deere 770G (without front wheel assist) and from Ziegler, Inc. for a Caterpillar 140M (without front wheel assist).
M/Lochner, S/Berg, to authorize the payment of General Government claims in the amount of $69,899.79, carried.
M/Potter, S/Dove, to approve the State of Minnesota Income Contract Sentence to Service Contract for FY 2010 and FY 2011 (7-1-09 thru 06-30-11) and authorize Vice-Chairman Berg and Probation Director Schultz to sign same on behalf of Brown County,carried.
M/Dove, S/Lochner, to authorize the purchase of updated operating software for jail, dispatch, and Sheriff's Office records from Computer Information Services (CIS), Skokie, Illinois, in the amount of $200,940.00, with payments based on a three (3) year installment plan, carried. It should be noted that the first installment is budgeted in the 2009 Sheriff, E911, and Jail budgets.
M/Potter, S/Dove, to approve hardware and software purchases for GIS needs and for the Ditch Modernization project as follows: A] GIS equipment-Canon scanner from River Bend Business for scanning ditch documents in the amount of $2,805.00 plus sales tax; a Trimble System per MN Contract including a GSA-GEOXH unit (GPS hand-held device) and software from Compass in the amount of $7,820.00 plus sales tax; and the scanning of old ditch documents by ACS in the amount of $6,758.00, with these items funded by the Ditch Modernization grant; B] To approve purchase of an Arcview upgrade in the amount of $620.80 (includes sales tax) from Environmental Systems Research Institute, Inc. and a plotter in the amount of $3,600.00 plus sales tax as applicable from RiverBend Business, with both items to be funded from the LRF account; and C] To purchase a GIS Arcinfo upgrade to be used for E911 dispatch mapping in the amount of $3,852.00 (includes sales tax) to be funded from the E911 account, carried.
M/Dove, S/Potter, to approve hardware purchases for Novell upgrade and network switches in the state contract amounts of $8,757.00 for new server hardware and CSB network equipment; and LEC network upgrade in the state contract amount of $1,498.00, carried.
M/Lochner, S/Potter, to authorize posting the Regular PT Public Health Nurse/Adult Health position internal/external simultaneously, carried.
Correspondence C-1 thru C-9 were accepted and filed.
Lochner reported on the recent joint Area II and RCRCA meeting; Dove reported on Juvenile Drug Court matters; and Berg reported on Enterprise North meeting on 3-2-09.
M/Potter, S/Dove, to approve the Contract with Independent Caretaker Maintenance Agreement with David Helget to serve as Park Caretaker for the 2009 park season (4-15-09 thru 10-15-09) for Treml County Park in the amount of $4,000; and to approve the Contract with Independent Caretaker Maintenance Agreement with Randy Berg to serve as Park Caretaker for the 2009 park season (4-15-09 thru 10-15-09) for Lost Dog & Fox Hunters County Park in the amount of $3,402; and to approve the Contract with Independent Caretaker Maintenance Agreement with Gary Schenk to serve as Park Caretaker for the 2009 park season (4-15-09 thru 10-15-09) for Mound Creek County Park including winter monitoring (10-15-09 thru 4-15-10) for a total contract cost in the amount of $10,380, carried. It should be noted that both the Lost Dog & Fox Hunters County Park contract and the Treml County Park contract include language and payment ($20/day) for days each park is open beyond the normal park season of April 15 to October 15.
Calendars were coordinated for the next two week period.
At 10:35 AM, Vice-Chairman Berg convened a Public Hearing on revisions to the Brown County Park Ordinance as recommended by the Brown County Park Commission. There was no public testimony. M/Lochner, S/Potter, to approve the amended Park Ordinance No. 2009-01 with changes that include the prohibition of metal detector use in the Parks, prohibit the use of glass beverage containers in the Parks, prohibit the use of paintball guns in the Parks, and noting that ATV's (and other like vehicles) can only be used by Park Caretakers while performing park duties. A copy of said Ordinance may be examined by the public at the Brown County Auditor/Treasurer's Office during regular business hours. Said Ordinance was adopted on a roll call vote of four/zero.
M/Lochner, S/Dove, to accept and file the following Extension Program Update: 4-H Program Coordinator Report; Ag Agent Report; and Nutrition Education Report, carried.
At 11:18 AM, Vice-Chairman Berg convened a Closed Session for Labor Negotiation Strategy Planning, pursuant to M.S.13D.03, for the two (2) AFSCME Collective Bargaining Units (Courthouse and Highway). This session was attended by Commissioners Berg, Dove, Lochner, and Potter, along with County Administrator Enter, Assistant County Attorney Hinnenthal, and Personnel Director Crabtree. The Closed Session adjourned at 11:36 AM.
There being no further business, Vice-Chairman Berg adjourned the meeting at 11:36 AM.
