Members present: Seeboth, Berg, Dove, Lochner, and Potter along with Lay Board Members Kuster and Mohr. Also in attendance were County Administrator Enter, County Attorney Olson, and Family Services Director Henderson.

M/Lochner, S/Potter, to accept the Minutes of 1-20-09 and authorize publication of the Synopsis of same, carried.

M/Potter, S/Dove, to approve the Brown County Public Health WIC Clinic Space Agreement with the American Legion Club located at 5 N. Connell Ave., Springfield, MN to rent space for the WIC clinic on the 2nd Tuesday of each month, 9AM4PM, at a charge of $50/month, beginning February 2009, carried.

M/Berg, S/Lochner, to approve to transfer one housing-with-services bed from Martin to Brown County for purposes to use at the House of Lights Board and Lodging facility in Brown County, carried.

M/Lochner, S/Dove, to accept and file the 2008 Holiday Projects Report including Thanksgiving Project: Thrivent Financial Member Group; Christmas Projects: Sertoma Club Santa's Closet; Jaycees Christmas Baskets; Norwood Food Baskets; Adopt-A-Family; Giving Tree Collaboration-BCFS; and New Hope Lutheran Church Youth GroupComfrey project; and Other Special Projects - Coats for Kids sponsored by the Kiwanis Club of New Ulm; and noting 2008 Adopt-a-Family Project Donors and Other Special Projects in 2008, with the total value of contributions for all projects estimated at over $54,100, carried.

M/Berg, S/Potter, to accept and file the Social Services Case Actions Listing dated 1-27-09, carried.

M/Lochner, S/Berg, to agree to terminate the rental agreement that New Ulm Medical Center has with Brown County Family Services for space on the third floor of Bridge on Center, for the purposes of providing ARMHS services, to be effective 3-1-09, carried.

M/Lochner, S/Potter, to authorize the payment of Family Services administrative claims in the amount of $2,488.74, carried.

M/Potter, S/Dove, to accept and file Family Services Consent Agenda Items #1 thru #10, carried.

M/Lochner, S/Berg, to approve Res. No. 2009-02 in support of increased filing fees along with the ability to accept secure alternative payments at local deputy registrar offices, carried.

M/Berg, S/Lochner, to approve and authorize the Board Chairman, County Administrator, and County Auditor/Treasurer to sign the Letter of Compliance (with the date to be determined) to the Minnesota Office of the State Auditor regarding audit of the financial statements of Brown County ending 12-31-07 and the year then ending, carried.

M/Lochner, S/Dove, to approve regular employee status for Greg Palmer, Regular PT Dispatcher, carried.

M/Berg, S/Potter, to accept and file the following Highway Dept. Monthly Update: 2009 Construction Projects Update; Maintenance Projects Update, carried.

M/Berg, S/Lochner, to accept the quote for Courthouse Annex North and the Courthouse Hallway (between Courthouse and Annex) re-roofing project from Laraway Roofing, Inc. in the amount of $6,200, and authorize the Board Chair and Administrator to sign a contract with Laraway Roofing, Inc. based on the re-roofing project specifications, carried. Additional quotes were received from Gag Sheet Metal, Inc. and from Sandmann Roofing Systems.

The County Board set aside the Lake Hanska aeration system electric motor repair/replacement matter at Lake Hanska County Park for later this date to allow staff additional time to contact the motor repair company for further information.

M/Potter, S/Berg, to accept and file the 2008 Year-End (Cash Basis and Unaudited) Budget Report which reflects activity at 100% of the budget year as follows: Expenditures of $25,855,418.34 or 102.3%, and revenues of $25,878,081.15 or 102.4%; and the 2008 Year- End Supplemental Budgets Report noting expenditures of $2,074,244.63 or 134.8%, and revenues of $1,810,177.81 or 132.0% of budgeted activity, carried.

M/Berg, S/Seeboth, to approve the Labor Agreement between County of Brown and Law Enforcement Labor Services, Inc. Local #94 Licensed Essential Employees of the Brown County Sheriff's Department Collective Bargaining Unit for the term of 1-1-09 thru 12-31-09, carried, with Lochner dissenting.

M/Potter, S/Seeboth, to approve Labor Agreement between County of Brown and Law Enforcement Labor Services, Inc. Local #98 Non-Licensed Essential Employees of the Brown County Sheriff's Department Collective Bargaining Unit for the term of 1-1-09 thru 12-31-09, carried.

Correspondence C-1 thru C-17 were accepted and filed.

Potter reported on RCRCA and on the SWCD meeting on 1-26-09; Berg and Dove reported on the MVAC meeting on 1-26-09; Lochner shared information on the SCHA meeting on 1-26-09; and Dove reported on the Minnesota River Board meeting and on the recent Underage Substance Abuse Coalition meeting.

M/Lochner, S/Dove, to authorize the Park Coordinator to repair the 15 hp electric motor that powers the Lake Hanska aeration system located in Lake Hanska County Park at an estimated cost of between $1,800 and $1,900, and with respect to the agreement with the MDNR regarding maintenance and operation of the aeration system (CP 6-15-99), carried.

Calendars were coordinated for the next two week period.

There being no further business, Chairman Seeboth adjourned the Meeting at 11:37 AM.
