August 19, 2008
Members present: Seeboth, Berg, Guggisberg,
Lochner and Potter, along with County Administrator
Enter and County Attorney Olson.
M/Guggisberg, S/Seeboth, to accept the Minutes
of 8-5-08 and authorize publication of the Synopsis of
same, carried.
M/Seeboth, S/Potter, to authorize the payment of
General Government claims in the amount of
$260,928.50, carried.
M/Berg, S/Guggisberg, to authorize two (2)
Drainage Ditch Repair requests, carried.
M/Guggisberg, S/Potter, to set a Public Hearing
time and date of 9 AM on 9-16-08, for the purpose of
setting assessments/liens to Brown County drainage
ditches that have deficit balances or insufficient funds
in their accounts for proper maintenance and repair,
carried.
M/Berg, S/Seeboth, to accept and file the update
on the Manatron Project as provided by Assistant A/T
Prochniak, carried.
M/Seeboth, S/Potter, to accept and file the STS
Quarterly Report for the 2nd Quarter of 2008, noting
an estimated market value of the labor on completed
projects in the amount of $29,575; fines worked off in
the amount of $4,971; and a total of 1600 hours
worked this quarter by inmates, carried.
M/Guggisberg, S/Potter, to accept and file the
update on activities of the Brown County Economic
Development Partners, Inc. (BCEDP) as presented
by Executive Director Rob Anderson, noting that
BCEDP operates a revolving loan fund and serves as
a clearinghouse for businesses seeking planning,
financing and marketing assistance, carried.
M/Guggisberg, S/Seeboth, to approve Res. No.
2008-19 regarding review of the description of pro-posed
lands to be acquired by the State of Minneso-ta
for water and wildlife conservation purposes in the
NE1/4 of NE1/4, Sec. 1-T108N-R33W (Mulligan
Twp.), carried.
At 10:03 AM, the following bids were received and
opened for food service for the Brown County Jail
from the following food service companies: A.H. Her-mel
Company, Mankato, MN; New Horizon Foods, St.
Michael, MN; A'viands, St. Paul, MN; CBM Foodser-vice,
Sioux Falls, S.D. M/Seeboth, S/Berg, to refer the
bids received to the County Sheriff and Jail Adminis-trator
for bid tabulation and recommendation for bid
award of food service for the Brown County Jail at the
8-26-08 County Board Meeting, carried.
M/Seeboth, S/Potter, to accept and file the July
2008 Monthly Reports of Activity for the Brown Coun-ty
Sheriffs Dept., carried.
M/Guggisberg, S/Berg, to approve to obtain a busi-ness
credit card for the Brown County Jail Dept. with
a maximum credit limit of $1,000, carried.
M/Guggisberg, S/Berg, to approve the Conditional
Use Permit (CUP) Application #C00203 by Lester J.
Fluegge (Galen Watje current owner) on property
described as part of the E2 of NW4 of NE4, Sec. 28-
T111N-R32W, Home Township, Brown County for the
purpose of constructing a hunting cabin, 30' X 40' as
a seasonal dwelling, with one (1) condition listed, car-ried.
M/Guggisberg, S/Potter, to approve the CUP
Application #C-00204 by Nathan Hagen and Alan T.
Hagen on property described as part of the N2 of
SE4 of NW4 of Sec. 21-T108NR32W, Albin Township,
Brown County, for the purpose of renewing the cur-rent
CUP #7373 to continue an 800 AU hog finishing
operation, with seven (7) conditions listed, carried.

#C-00205 by Jane Johnson on property described as
NW4 of NE4 except 6.11 acres; and the NE4 of NE4,

for the purpose of renewing current CUP # 6936 to
continue an 838 AU hog finishing operation, with
seven (7) conditions listed, carried.

Plat by Rachel Mangen et al, Rhonda Olson Per-sonal

on property described as being in the NE4 of

County, MN. The property being platted is an existing

Board Chairman and Emergency Management Direc-tor
to sign the Emergency Management Performance
Grant (EMPG) contract for federal funding assistance
in the amount of $11,235 through the Minnesota Divi-sion

for federal fiscal year 2008, for the Brown Coun-ty

employee status for Jennifer Winters, Family Facilita-tor;

and for Jamie Rodriguez, Financial Worker,
M/Potter, S/Berg, to approve the appointment of
Dawn Domeier, contingent on the passage of the pre-employment
physical, as a Regular PT Program
Assistant at the hourly rate of $11.5158 (Grade VI,
Step 2) with a projected start date of 9-2-08, carried.
M/Seeboth, S/Potter, to accept the resignation of
Angie Ibberson as a Regular PT Homemaker effec-tive
8-18-08, with authorization to post the position at
a later date if deemed necessary, carried.
M/Berg, S/Guggisberg, to authorize the payment
of Family Services administrative claims in the
amount of $171,863.55, carried.
At 10:43 AM, Chairman Lochner convened a
Closed Session to consider Social Services Pay-ments,
whereupon M/Guggisberg, S/Potter, to author-ize
the payment of Social Services payments in the
amount of $212,310.78, carried.
At 10:53 AM, Chairman Lochner recessed the
Regular Meeting and the Brown County HRA Board
of Commissioners meeting was convened which
adjourned at 11 AM.
M/Seeboth, S/Guggisberg, to authorize receipting
the MCIT 2008 dividend to be received for Brown
County as follows: $116,565.07 into the Revenue
Fund (GL# 01149.5845) and $651.93 credited to the
City of New Ulm as a proportionate dividend share
related to the Law Enforcement Center
property/casualty insurance premium share paid by
the City of New Ulm, carried.
M/Seeboth, S/Potter, to accept and file the Janu-ary-
July 2008 Budget Report (Cash Basis and Unau-dited)
which reflects activity at 58.3 percent of the
budget year as follows: expenditures of
$15,358,654.36 or 60.8 percent, and revenues of
$15,046,975.80 or 59.9 percent; and the July 2008
Supplemental Budgets Report noting expenditures of
$827,523.55 or 53.8 percent, and revenues of
$837,400.39 or 61.1% percent of annual budgeted
activity, carried.
M/Guggisberg, S/Berg, to accept and file the
update on the current draft of the 2009 county budg-et,
Correspondence C-1 thru C-5 were accepted and
filed.
Calendars were coordinated for the next two week
period.
There being no further business, Chairman Lochn-er
declared the Meeting adjourned at 11:30 AM.
