Members present: Seeboth, Berg, Guggisberg and

Potter, along with County Administrator Enter and

County Attorney Olson. Commissioner Lochner was


M/Guggisberg, S/Potter, to accept the Minutes of

7-22-08 and authorize publication of the Synopsis of

same, carried.

M/Berg, S/Potter, to authorize the payment of Gen-eral

Government claims in the amount of

$148,069.57, carried.

M/Potter, S/Guggisberg, to authorize five (5)

drainage ditch repair requests, carried.

M/Potter, S/Guggisberg, to approve the appoint-ment

of Larry Potter to serve on the Brown County

Corrections Advisory Committee as a Community

Representative effective immediately, carried.

M/Berg, S/Guggisberg, to authorize the CVSO to

proceed with five (5) separate 2009 CVSO Enhance-ment

Grant requests to the Minnesota Department of

Veterans Affairs, carried.

M/Potter, S/Seeboth, to accept and file the CVSO's

2nd 2008 Quarter (April thru June) Report of Activi-ties,


M/Guggisberg, S/Potter to approve Res. No. 2008-

18 authorizing the borrowing of regular construction

funds up to $200,000 for construction projects in

2008, carried.

M/Guggisberg, S/Berg, to accept and file the fol-lowing

Highway Dept. Monthly Update: 2008 Con-struction

Projects Update; Future Construction Pro-jects

Update; Maintenance Projects Update, carried.

M/Berg, S/Guggisberg, to approve regular employ-ee

status for Chad Classen, MW II; and for Larry

Kelly, MW III, carried.

M/Potter, S/Seeboth, to approve the appointment

of Carrie Quast as a FT Information Technology Spe-cialist

I/GIS, for the IT Dept., at the annual salary of

$42,283 (Grade XIV, Step 2) contingent on passage

of the pre-placement physical and with a projected

start date of 8-25-08, carried.

M/Guggisberg, S/Berg, to approve the appoint-ment

of Karen Moritz as the FT Public Health Direc-tor,

for the Public Health Dept. at the annual salary of

$65,390 (Grade XXI, Step 7) contingent on passage

start date of 9-29-08, carried.

of Lisa Meyer as the FT Social Worker/CD for

the Family Services Dept. at the annual salary of

$39,489 (Grade XIV, Entry) contingent on passage of

the pre-placement physical and background check

and with a projected start date of 8-18-08, carried.

M/Guggisberg, S/Berg, to accept the resignation of

Mary Bohlmann, PT Maternal Child Health Nurse,

effective 8-22-08 and authorize to post the position

vacancy internal/external simultaneously, carried.

M/Guggisberg, S/Berg, to accept and order filed

the update on South Country Health Alliance (SCHA)

matters, carried.

M/Guggisberg, S/Berg, to approve the request

from the Brown County Agricultural Society for use of

Brown County equipment and operator to facilitate

tractor pull activities at the Brown County Fair on Sun-day,

8-10-08, with Brown County covering the cost of

equipment and the BCAS covering the cost of labor,

Correspondence C-1 thru C-7 were accepted and


Berg reported on the Enterprise North meeting on

8-4-08 and the Park Commission meeting on 8-4-08;

Guggisberg reported on the AMC Policy Committee

meetings 7-31/8-1-08 and with Seeboth on trans-portation

matters; Potter and Guggisberg reported

the Economic Development meeting in Sleepy Eye on


M/Berg, S/Potter, to approve the purchase of

LaserFiche software from Crabtree Companies, Inc.

in the amount of $53,674.39 (includes applicable

sales tax) for an Electronic Document Management

System (EDMS) with funding provided by the

Recorders Tech Fund; the purchase of two (2) Canon

DR-5010C Document Scanners in the state contract

amount of $3,067.18 each (includes sales tax) to

import documents; and the purchase of additional

software in the amount of $852 (includes sales tax) to

facilitate identification of storage area for documents

on the IBM Storage Area Network (SAN), carried.

Calendars were coordinated for the next two week


There being no further business, Vice-Chairman

Seeboth adjourned the Meeting at 10:20 AM.
