SYNOPSIS OF COUNTY

BOARD MEETING

June 3, 2008

Members present: Seeboth, Berg, Guggisberg,

Lochner and Potter along with County Administrator

Enter and County Attorney Olson.

M/Guggisberg, S/Potter, to accept the Minutes of

5-27-08 and authorize publication of the Synopsis of

same, carried.

M/Berg, S/Seeboth, to authorize the payment of

General Government claims in the amount of

$134,337.92, carried.

M/Guggisberg, S/Potter, to authorize nine (9)

drainage ditch repair requests, carried.

M/Berg, S/Seeboth, to approve a direct deposit

process, as revised, to be available for the payment of

employee expense reimbursements and approved

claims to other participating vendors as recommend-ed

by the Brown County Accounting Committee, car-ried.

M/Guggisberg, S/Potter, to approve a policy to dis-continue

personal use of County owned cell phones

as recommended by the Brown County Accounting

Committee and to amend the Brown County Person-nel

Policy, Roman Numeral III (Code of Ethics), Sec-tion

3, Page 7, following the fifth paragraph, by insert-ing

the following: "Personal use of county cell phones

is prohibited." carried.

M/Berg, S/Guggisberg, to approve licenses for the

following establishments in Brown County for a peri-od

of one year from 7-1-08 to 6-30-09: City Limits,

Sleepy Eye: On Sale Liquor License $1,200 and Sun-day

Liquor License - $200; Carl's Comer, Essig:

On/Off Sale Liquor License - $1,300 and Sunday

Liquor License - $200; Searles Bar & Grill, Searles:

Liquor License - $200; Sleepy Eye Golf Club, Sleepy

Eye: 3.2 Percent On Sale License $20; Stark Baseball

Association: 3.2 Percent On Sale License - $20; Sear-les

Baseball Association: 3.2 Percent On Sale

License - $20; Sigel Athletic Association: 3.2 Percent

On Sale License - $20; Leavenworth Baseball Asso-ciation:

3.2 Percent On Sale License - $20; Church of

Japanese Martyrs: 3.2 Percent On Sale License -$

20; Flying Dutchmen Cycle Club - Cottonwood Twp.:

3.2 Percent On Sale License - $20; Essig Baseball

Association: 3.2 Percent On/Off Sale License - $40,

carried.

M/Guggisberg, S/Potter, to approve Tobacco

Licenses for the following establishments in Brown

County for a period of one year from 7-1-08 to 6-30-

09: Hanska Municipal Liquor Store, Hanska; and

Ampride/Farmers Cooperative of Hanska, Hanska,

M/Potter, S/Seeboth, to approve the State of Min-nesota

Federal Boating Safety Supplement Grant

Agreement Contract #1314734 in the amount of

$3,495 for the period of 7-1-08 thru 9-15-08 and

authorize the County Board Chair, County Adminis-trator

and County Sheriff to sign same on behalf of

Brown County, carried.

M/Berg, S/Guggisberg, to approve the Joint Pow-ers

Agreement to join the South Central Minnesota

Regional Radio Board (RRB) consisting of ten (10)

counties and two (2) cities (Blue Earth, Brown, Farib-ault,

Le Sueur, Martin, McLeod, Nicollet, Sibley,

Waseca, Watonwan, City of Hutchinson and City of

Mankato) to improve the interoperability of Public

Safety Communications by developing a radio board

to provide regional administration of enhancements

to the Statewide Public Safety Radio and Communi-cations

Systems (ARMER), carried.

M/Guggisberg, S/Seeboth, to appoint Commis-sioner

Berg to serve on the Joint Powers Agreement

- South Central Minnesota Regional Radio Board

(RRB) and for Commissioner Guggisberg to serve as

alternate, carried.

M/Seeboth, S/Potter, to approve the appointment

of Donelle Osman to serve on the Health Insurance

Committee as the AFSCME Courthouse Union Rep-resentative

effective immediately for 2008, carried.

M/Seeboth, S/Potter, to accept and file the follow-ing

Highway Department Monthly Update: 2008 Con-struction

Projects Update; Future Construction Pro-jects

Update; Maintenance Projects Update, carried.

M/Guggisberg, S/Berg, to set a bid letting date for

the SP 08-599-045 Bridge Replacement and

Approach Work Project on 320th Avenue over the Lit-tle

Cottonwood River in Mulligan Township for 7-9-08

at 10:00 AM in the Commissioner's Room of the

Brown County Courthouse, carried.

M/Berg, S/Potter, to approve regular employee sta-tus

for Linda Hornick, Office Support Specialist; Jill

Stauff, Probation Agent; and Malcolm Davis, Apprais-er,

Correspondence C-1 thru C-10 were accepted and

filed.

Guggisberg reported on MRCI and Three Rivers

RC&D matters; and Berg reported on Enterprise

North.

M/Potter, S/Seeboth, to accept and file the follow-ing

Public Health Update: Advisory Committee Meet-ing

Minutes; School Health Agreements; Public

Health Preparedness Update; NACO Prescription

Drug Discount Card Program Report; State Grants

Cuts Due to Legislative Action; Allina's "Heart of New

Ulm" Community Health Promotion Project; South

Country Health Alliance Update, carried.

M/Berg, S/Potter, to accept and file the information

on Public Defender System funding challenges and

potential cost shifts to Brown County, carried.

Calendars were coordinated for the next two week

period.

There being no further business, Chairman Lochn-er

adjourned the Meeting at 10:40 AM.
