SYNOPSIS OF COUNTY
BOARD MEETING
June 17, 2008
Members present: Seeboth, Berg, Guggisberg,
Lochner and Potter, along with County Administrator
Enter and County Attorney Olson.
M/Berg, S/Potter, to accept the Minutes of 6-3-08
and authorize publication of the Synopsis of same,
carried.
M/Guggisberg, S/Seeboth, to authorize the pay-ment
of General Government claims in the amount of
$115,169.06, carried.
M/Seeboth, S/[Potter, to accept and file the Audi-tor/
Treasurer's Cash Management/Investment Report
which reflects an invested balance of $24,552,575.09
with an average yield of 3.12% as of 531-08, carried.
M/Guggisberg, S/Berg, to approve the Lease
Agreement between Brown County and Crime Victim
Services, Inc. for space in the Probation Building for
the period of 7-1-08 thru 6-30-09, carried.
Correspondence C-1 thru C-23 were accepted and
filed.
Seeboth reported on BCHS and on a recent
Behavioral Health seminar; Potter reported on
RCRCA; Berg and Potter reported on the recent
Extension meeting; Lochner reported on SCHA mat-ters
and with Potter on a Judicial Ditch meeting in
Redwood Falls.
M/Guggisberg, S/Potter, to accept and file the May
2008 Monthly Reports of Activity for the Brown Coun-ty
Sheriff's Department, carried.
Calendars were coordinated for the next two week
period.
M/Seeboth, S/Berg, to authorize the obtaining of
quotes for the Brown County Courthouse Exterior
Painting Project, carried.
M/Seeboth, S/Potter, to approve the Final Plat #P-00089
by Michael Tanley and Carrie Haugen known
as Tanley First Subdivision on property described as
Lot C-2 of Gov't. Lot 1, Sec. 2-T109NR30W, Cotton-wood
Township, Brown County, carried.
M/Berg, S/Guggisberg, to approve the Conditional
Use Permit Application #C-00200 by Aaron Tanley
and Carrie Haugen on property described as Lot C-2
of Gov't Lot 1 and Balance of Lot A of Gov't Lot 1,
both in Sec. 2-T109N-R30W Cottonwood Township,
Brown County, for the purpose of replatting and build-ing
a new single family dwelling above the 100 yr
flood elevation in the area regulated by Project River-bend,
M/Berg, S/Potter, to approve the Conditional Use
Permit Application #C-00198 by Brian Nelson of
Olmar Farms (Floyd Marti, Owner) on property
described as part of the NW4, Sec. 28T110N-R32W,
Home Township, Brown County, for the purpose of
construction of a new approx. 66' x 198' stacking slab
(solids) with 132' x 378' x 9' deep (liquids) holding
basin for a new 276 animal unit dairy operation, with
four (4) conditions listed, carried.
M/Potter, S/Guggisberg, to approve the Final Plat
by Gary Richert known as Richert Subdivision on
property described as part of NW4 of NW4, See. 36-
T109N-R34W, Burnstown Township, Brown County,
M/Guggisberg, S/Berg, to accept the quote
received from Searles Well Drilling in the amount of
$423 to seal the well at Treml County Park as recom-mended
by the Park Commission, carried. An addi-tional
quote was received from Peterson Well Drilling.
M/Berg, S/Potter, to ratify acceptance of a quote
received from NU Current Electric in the amount of
$465 to perform additional electrical work in relation
to the building addition at the Brown County Landfill,
carried. An additional quote was received from Zinniel
Electric.
M/Guggisberg, S/Seeboth, to approve regular
employee status for Beth Burrows, Social Worker-Adult
Mental Health; Susan Radel, Account Techni-cian;
Julie Hellendrung, Dispatcher; and Bridgett
Glienke, Correctional Officer, carried.
M/Seeboth, S/Potter, to accept the resignation of
Mark Rolloff, Regular PT (annual average of 32
hrs/wk) Juvenile Work Crew Leader with an effective
date of 6-26-08 and authorize filling the position
vacancy by referring to the eligibility list if possible or
according to policy, carried.
M/Guggisberg, S/Berg, to accept the resignation of
Laurie Strunk as a FT Social WorkerCP/CMH being
effective 8-8-08, with authorization to post the posi-tion
at a later date if deemed necessary, carried.
M/Berg, S/Potter, to accept the resignation of Jill
Kramer, FT Social Worker/Adult Services CD, with
last working day being 7-7-08 and authorize filling the
position vacancy by posting internal/external simulta-neously,
M/Seeboth, S/Guggisberg, to accept the resigna-tion
of Michelle Rhubee, FT Social Worker/Senior and
Disabled Adults, with last working day being 7-7-08,
M/Seeboth, S/Potter, to authorize the payment of
Family Services administrative claims in the amount
of $77,820.73, carried.
M/Guggisberg, S/Berg, to approve the Amend-ment
No. 2 to A89211 which continues the contract
with the State Department of Human Services to
administer eligibility functions for the MinnesotaCare
Program from 7-1-08 thru 6-30-09 at a maximum
reimbursement of $27,691, carried.
At 10:33 AM, Chairman Lochner convened a
Closed Session to consider Social Services Pay-ments,
whereupon M/Guggisberg, S/Seeboth, to
authorize the payment of Social Services payments in
the amount of $219,790.18, carried.
There being no further business, Chairman Lochn-er
declared the Meeting adjourned at 10:45 AM.
