Would the city cite a residential property owner who kept their property in that condition ?

If my neighbor kept his property like that I'd certainly call the city and see what could be done. So, the question has to asked - do business owners get treated differently ? Hopefully not.

If you want it cleaned, do it yourself. The owners of the mall argue about everything. That stuff is all on Danielson's side anyway. He cannot be resoned with.
