State budget not out of the woods yet

The candidates who were elected all made the promise k-12 education would be fully funded and there would be no "gimmickry" used in any education payments. Well, HF1 raised the delay split from 82.5%/17.5% to 90%/10% which is still the same old "gimmickry" delay. But in the detail of the Governor's Budget, he increases the per pupil amount by about $50+ but the delay does not get paid back until 2016-2017 Budget. If he proposes to raise taxes by $2Billion, why does'nt he pay the k-12 schools completely and hold the schools accountable as they would be fully funded denying them the continuing excuse " the state underfunds us each year".

"$295 surplus." is not a very big amount to pay down past due payments. Good thing the editor got it right.
