Yes, you are kinda right but the real answer would be decriminalize growing your own for your own use in a secure location so no minors would have access. Selling would still be unlawfull. It is not going to go a way. Make cigarettes illegal, it has has no redeaming value as MJ does. This way the for profit prisons would still get their "criminals"
