Unpaid taxes climb slightly

NEW ULM — Brown County delinquent tax percentage increased only slightly in 2016 from an all-time low of 0.4171 percent in 2015.

Brown County Auditor/Treasurer (AT) Jean Prochniak will present a property tax update for informational purposes to the Brown County Board of Commissioners on Tuesday, Jan. 17.

“We are quite pleased with taxpayer response to their tax obligations,” Prochniak wrote in her board report. “Our delinquency percentage increased slightly in 2016 to 0.4515 percent.”

North Star Township was the only Brown County jurisdiction that collected all levy dollars in 2016, according to the report.

Total unpaid taxes in Brown County last year were $53,334.55. Total unpaid taxes in ISD 88 (New Ulm) were $39,553.73; ISD 84 (Sleepy Eye) $4,798.12; ISD 85 (Springfield) $3,059.64; and ISD 81 (Comfrey) $3,806.03. The Comfrey school district had the highest unpaid percentage at 2.1437 percent.

In addition, Prochniak said the certified state general tax rate of 45.902 percent is down from 48.641 percent. That tax is applied to commercial properties and is forwarded with distribution to the State of Minnesota.

The auditor/treasurer report added that interest rates have been rising ever so slightly since the November General Election.

Commissioners will also:

• Discuss and give direction regarding the annual Employee Recognition Day event. Brown County Personnel Policy indicates that the event cost is considered part of the employee benefit package. Last year’s event at the New Ulm Community Center on Thursday, April 14 was attended by 115 people.

• Consider a Conditional Use Permit Application by Willmar Poultry company on 4.99 acres in Section 19, North Home Township to continue to allow 8,500 layers, 8,500 holding and 1,0000 toms for a total of 18,000 turkeys (324 Animal Units), all in the A-1 Agricultural Protection Zoning District.

• Consider a Preliminary Plat Application by Dave Soukup on property in Section 18, Stark Township. Parcel being platted is an existing building site being split off from tillable land.

The county board meeting begins at 9 a.m. Tuesday in the courthouse commissioners room.

A Judicial Ditch (JD) 12 Ditch Authority Teleconference begins at 8:15 a.m. Tuesday.

The purpose of the teleconference is to consider Margaret Moe’s petition to outlet into JD 12, appoint viewers to make a determination of the benefits to be applied to that parcel and consider the need for an engineer to determine if the existing drainage system has adequate capacity for the additional drainage.

The costs of the proceedings including mailings, publication, viewing, engineer costs and an outlet fee are the responsibility of the petitioner. A JD 12 teleconference update will be presented at the board meeting at about 9:25 a.m.
